  • Powers of Council (and limits on power) under the Indian Act, Custom Codes, and under Canadian law;

  • Federal human rights law;

  • Self-government as a constitutionally protected right: criteria under Canadian law and examples;

  • Inherent jurisdiction: creating space and exercising your laws and your processes;

  • “Qualified donee status”: an introduction; and

  • Identifying funding and other resources to develop and maintain programs for self-government and other areas.
